What is a non-institutional resource ?

In the context of ambulatory care, de-institutionalization and in the pursuit of the objectives of maintaining or incorporating a user in the community, the use of non-institutional resources is a prominent example. This example is part of a continuum of services provided to different customer health and social services programs and can offer an appropriate response to user needs. Non-institutional resources represent an alternative in terms of substitute accommodation in the community.
There are two major types of non-institutional public housing resources.

A family type resource (FTR) and an intermediate resource (IR).

« resource attached to a public establishment, to maintain or integrate into the community a registered client for his services, provides him, through this resource, a living environment suited to his needs and also provides him with support services or assistance required by his condition. »

For whom are the foster homes ?

Adults aged 18 years or more with a social or physical monitoring and attached to a health institution of the administrative regions of Québec. These people are usually at loss of autonomy due to permanent or temporary difficulties such as :

  • Readaptation
  • Physique
  • Paranoia
  • Obsessive compulsive disorder
  • Anxiety discorders
  • Schizophrenia
  • Personality disorders
  • Alcoholism and drug abuse
  • Self-esteem, hygiene lifestyle
  • Behavioral disorders
  • Bipolar disorders
  • Developmental disabilities
  • Associated physical health problems

The evolution of resources…

Since their arrival, the NIRs (non-institutional resources) have become places of various learning, living or business environments, labor tasks, responsibilities that gradually integrate into a routine of life and provide their customers a sense of accomplishment and satisfaction.

The RESSAQ is a group of people that have been fighting together since 2003, to enable the RIs-RTFs (NIR) to negotiate as equals with the Minister of Health and Social Services for the recognition of their outstanding contribution to the Québec society.

Its goal is to put in place a legislative system that would suit the needs of the resources.

The commitment of the RESSAQ towards the NIR

-To help in the development of the NIR in their role related to the accommodation and assistance for the residents 
-To defend the rights of the NIR
-Promote the quality of services of the resources;
-To inform their members adequately;
-Support the resources and accompany them in their actions;

SUMMARY…

The RESSAQ is a democratic consolidation, built with regional representatives who belong to non-institutional resources of 9 adults or less.

The RESSAQ is a grouping adapted to the realities of the daily lives of NIR and respect their values and principles.

The RESSAQ is a grouping fighting to allow the NIR to negotiate as equals with the Minister of Health, in recognition of their outstanding contribution to the Québec society.

Le RESSAQ is a grouping dedicated to network development of NIR and the safeguarding of their humanistic culture.
